Open captain creation arrives in Phase 2.

The pattern launches with 10 to 15 captain-led official teams recruited from Zen Black members and historical top-20 players. Each team seeds with 3 to 5 invited members. Once the seeded pattern proves out, open captain creation graduates in Phase 2 alongside reputation-score enforcement.
